I am making a baby quilt for my daughter with cross stitch squares. i am wanting to know if i can use masking tape around the edges of the 50cotton/50polyester fabric to minimize the fraying?
I would not leave the tape inside the quilt for a baby quilt. You can stabilize the fabric by stitching around the edges of each patch of cross stitch fabric with a short stitch length and that will minimize the fraying of the cross stitch fabric inside the quilt. You can even use a color that is close to the fabric and it will blend in and be barely visible.

i am not on the quilting part yet i am on the first cross stitch square. i am wanting to know if masking tape is safe to put on the 50/50 fabric and then when done pull the tape off the fabric or would a liquid fabric reducer be better
If you have a test piece of the fabric to try the tape on, I'd do that. If not, maybe the same stitching around the edges would help keep the fabric edges from fraying while you cross stitched.
